Andrea practises law with the right of audience before the Higher Courts. He primarily operates in administrative law and business law, providing extrajudicial advisory services and assistance in administrative, civil, arbitration, and ordinary litigation.
He has gained extensive experience in assisting public and private companies of national and international importance, as well as consortia, local authorities, and public law bodies. His practice focuses particularly on public and private contract law, public services, and public-private partnerships (PPP), assisting clients before the Regional Administrative Courts (TAR), Higher Courts, Ordinary Courts, Arbitration Courts, and the National Anti-Corruption Authority (ANAC).
In the PPP field, he provides technical-legal and administrative advice in project development, drafting of economic-financial plans (PEF), relations with contracting authorities, and management of the contract execution phase, including suspensions, claims, testing, and terminations.
He also provides advisory services in commercial and corporate matters, assisting national and international investors and economic operators in extraordinary transactions, such as acquisitions, disposals, capital transactions, mergers, demergers, and corporate reorganisations, as well as in the negotiation of corporate and commercial agreements, joint ventures, and consortia. He provides assistance on governance issues and in business succession planning.
He has developed specific expertise in the preparation and adaptation of organisational, management, and control models pursuant to Legislative Decree 231/2001 and is a member of Supervisory Bodies in companies operating in various economic sectors.
He is a co-author of the Codice Civile Commentato (Annotated Civil Code, Giappichelli) and is involved in teaching and training activities. He has lectured in the fields of public works, public contracts, and civil law for the first-level Master’s program in “Expert in Construction Project Management” at the Universities of Trieste and Udine (2011-2019) and is a speaker at conferences and training courses for companies and public administrations on anti-corruption, transparency, and the administrative liability of entities.
